AAM Management Information Consulting Ltd (AAM) is qualified contractor of the European Commission (EC) in the Framework Contract (FWC) SIEA 2018 in LOT3- Human Rights, Democracy and Peace. FWC is a simplified procurement procedure with  the  objective of  fast  and  transparent  recruiting  of  experts  for  the  support  of  beneficiary countries.

 

AAM Management Information Consulting Ltd is currently looking for 2 experts for the FWC assignment Strengthening the capacity of Albanian institutions with respect to Union Programmes. The project is now at the bidding phase and we are looking for an expert interested in the implementation and possessing all qualifications and skills required for the positions to be proposed to the EC.

 

The intended starting date of the assignment is 1 February 2019. Foreseen finishing date is 28 February 2022.

The location of services: Tirana, Albania

The global objective: The global objective is to increase Albania's participation in Union Programmes as measured by numbers of applications and rates of success.

The specific objective: The specific objective of this contract is to strengthen the capacity of competent national institutions to achieve improved levels of participation of Albania in Union Programmes where an Agreement with the European Commission has been concluded and is in force.

 

REQUIREMENTS OF THE POSITIONS

 

Key Expert 2 - Institutional Building Coordinator (300 working days)

Qualifications and skills                                               

  • University degree (at least master's degree academic level) in law, business, finance, management, social sciences, public administration or equivalent, or equivalent professional experience (at least 5 years in addition to the minimum general professional experience as defined below); a higher degree is an asset
  • Fluency in written and spoken English General professional experience

 General professional experience

  • Minimum 6 years of professional experience in project / programme management in the area of capacity-building in the public sector
  • Excellent intercultural communication, moderation and facilitation skills

Specific professional experience

  • Minimum 4 years of project / programme management experience acquired in the context of EU external aid programmes, including minimum 2 years acquired in new 8 EU Member States (i.e. having acceded in 2004 or later), potential candidate, candidate or accession countries
  • Minimum 2 years of professional experience with at least 2 of the Union Programmes in which Albania currently participates
  • Experience with the monitoring of projects / programmes is an asset
  • Experience raising the awareness of national and subnational institutions and/or civil society, business and/or academia regarding access to EU funds is an asset
  • Previous relevant experience in the Western Balkans is an asset.

 

Key Expert 3 on Communication and Visibility (100 working days)

Qualifications and skills

  • University degree (at least master's degree academic level) in business, management, social sciences, public administration, communication, journalism, public relations or equivalent, or equivalent professional experience (at least 5 years in addition to the minimum general professional experience as defined below); a higher degree is an asset, as is a degree in communication, journalism, or public relations
  • Fluency in written and spoken English
  • Fluency in Albanian is considered a strong asset 

General professional experience

  • Minimum 6 years of specialist professional experience in the area of communication (defined as including public relations, awareness-raising, and visibility)
  • Excellent intercultural communication, moderation and facilitation skills

Specific professional experience

  • Experience with communications in the context of at least 2 publicly funded programmes / projects
  • Minimum 2 years of professional experience in the organisation of awareness-raising campaigns / events
  • Minimum 2 years of professional experience using social media as a communication tool
  • Demonstrated knowledge of requirements applying to communication and visibility of EU financial assistance
  • Professional experience with communication and visibility of EU financial assistance is considered an asset
  • Professional experience with Union Programmes is considered an asset

Experts for shorter and longer-term assignments in the field of customs (legal, organizational and IT) - 2017-08-15

AAM Consulting has been awarded a contract and is looking for experts in the field of customs (AIS/AES), for a project in Serbia, financed from EU funds.

Project: Technical Assistance for Establishing the Institutional Framework for the Implementation of AIS/AES in Serbia

Estimated start of expert assignments: Last quarter of 2017

Duration of the project: 24 months

The overall objective of the project is to improve the quality of the services the CAS (Customs Administration of the Republic of Serbia) is providing to the business community and the citizens, by improving and strengthening its administrative and operational capacity.

The purpose of the project is to contribute to strengthened CAS capacity by enhancing the introduction and the implementation of EU standards and practice and creating conditions for the implementation of AIS/ICS, AES/ECS and Customs Authorisation (Decision) Management Information system in the Republic of Serbia.

 

Expert profile

Qualifications and skills

  • Completed university studies preferably in Law or Economics
  • Excellent report writing skills in English
  • Good communication skills

Professional experience

  • Over 5 years of working experience with customs issues related to legal and administrative procedures and/or customs IT systems
  • Over 5 years of experience in either aligning national legislation with EU standards in the field of customs, or in the field of customs ICT systems
